Background:

In early 2026, the City of Manteca (City) was approached by Energy Systems Group (ESG) and Willdan Energy Solutions (Willdan), separately, with proposals for a solar photovoltaic system at the City’s Wastewater Quality Control Facility that would be funded by future cost savings from the power generated.

 

ESG’s proposal included a 1.8 mega-watt ground mounted solar photovoltaic system with an estimated $1.89 million in rebates.

 

Willdan’s proposal included a 1.7 mega-watt floating solar photovoltaic and battery system with an estimated $3.2 million in rebates.

 

Staff has reviewed both proposals and recommends moving forward with a technical feasibility review of Willdan’s proposal, at no cost to the City. Once completed, staff will report back to Council with a recommendation to either advance, delay, or not pursue the project.

 

Fiscal Impact:

There is no cost associated with this action.
