Background:
The Highway Safety Improvement Program (HSIP) is a federal grant program administered by Caltrans on behalf of the Federal Highway Administration that funds transportation-related safety projects. The Yosemite Ave (Walnut Ave to Main Street) Bike & Pedestrian Improvement Project CIP No. 20006 (Project), partially funded by HSIP, includes the installation of:

* New 12-inch Water Main
* New bike lanes
* Updated ADA and curb ramps to current standards
* New rectangular rapid flashing beacon system
* New signage and stripping
* Pavement rehabilitation by grinding and installing 3-inches of asphalt pavement

On April 7, 2026, the City awarded the construction contract for the Project to United Pavement Maintenance, Incorporated.

Leading up to the award of this contract the City was concurrently engaged seeking Construction Management & Inspection Services (CM&IS) for the Project.

On March 12, 2026, the City issued a Request for Proposals for CM&IS for the Project.

On April 2, 2026, the following proposals for CM&IS were received:
