Background:
The City of Manteca Transit Division initiated a comprehensive evaluation of its fixed route transit system in Fall 2025 in response to continued residential and commercial growth, changing travel patterns, and evolving community needs. The City retained Fehr & Peers consulting to evaluate existing service, analyze ridership and travel patterns, identify service gaps, and conduct public outreach. The resulting Fixed-Route Redesign Study, included as Attachment 3, the technical basis for the proposed redesign network.

Manteca Transit currently operates four weekday routes and three Saturday routes at 60-minute intervals. Weekday service operates 6:00 am to 7:00 pm (13 hours), and Saturdays 9:00 am to 4:00 pm (7 hours). The weekday ACE Shuttle provides two morning and four afternoon round trips to the Lathrop ACE Station.

The proposed network replaces the existing routes with five redesigned local routes and one express service (ST Sierra Direct Tripper), while adding one trip to the ACE Shuttle. Routes 2, 4, and 5 would operate Monday through Saturday, while Routes 1 and 3 would operate Monday through Friday. The ST Sierra Direct Tripper would provide one weekday morning trip aligned with the Sierra High School bell schedule and would be available to the general public.

The redesign maintains comparable geographic coverage, with discontinued stops remaining within one-quarter mile walking distance of the new proposed network. Of...
