Approve an agreement with the City of Stockton for fire and emergency medical dispatching services for five years, and authorize the City Manager to sign all necessary documents.

Background:
The Manteca Fire Department relies on a regional emergency communications system to receive, process, and dispatch emergency and non-emergency fire and EMS incidents. Regionalized dispatch services provide efficient call processing, coordinated resource deployment, interoperability with neighboring agencies, and enhanced emergency response capabilities.
The City of Stockton operates a modern public safety communications center staffed by trained emergency dispatch personnel and equipped with advanced dispatch technology. Through this agreement, the City of Stockton will continue to provide fire and EMS dispatch services for the Manteca Fire Department, ensuring uninterrupted emergency communications and coordinated response throughout the region.
The agreement allows the City to continue receiving regional dispatch services without the significant capital, staffing, and technology costs associated with establishing and maintaining an independent fire dispatch center.
The proposed agreement establishes the terms, responsibilities, service expectations, and cost-sharing provisions associated with the delivery of these services.
Fiscal Impact:
Funding for these services is included in the Fiscal Year 2026-27 proposed budget. The revised per-call billing calculation will provide a cost savings to the General Fund of $148,968 in the first year of the contract.
