Adopt a resolution approving the transfer of Federal and State Emergency Solutions Grants (ESG) appropriations for Unsheltered Emergency Center in the amount of $21,960 (Federal) and $9,640 (State) from the General Fund (Fund 100) to the HUD Grants Fund (Fund 141).

Background:
The Federal and State Emergency Solutions Grants (ESG) were accepted by City Council on February 4, 2025 with resolution R2025-05) in the amount of $21,960 (Federal) and $9,640 (State). Currently, these funds are budgeted within the General Fund, making it more challenging to track revenues and expenditures, and ensure compliance with federal reporting requirements. Finance staff established a new fund, HUD Grants (Fund 141) to improve transparency, enhance compliance, and provide budgeting efficiency.
Staff recommend Council approve the transfer of appropriations to allow for a more precise reflection of grant-related revenues and expenditures.
Fiscal Impact:
Given that ESG funds are not discretionary in nature, it is more appropriate that all financial activity associated with ESG funds are tracked in a separate Fund, such as HUD Grants (Fund 141).
