Adopt a resolution approving the Fiscal Year 2026-2027 Capital Improvement Program list of projects eligible for Senate Bill 1 funding; and authorizing the City Manager or designee to submit the approved list of projects to the California Transportation Commission for funding apportionment, complete, and execute all associated documents, and take all appropriate actions necessary to carry out the purpose and intent of the resolution.

Background:
Senate Bill 1 (SB1), the Road Repair and Accountability Act of 2017 (Chapter 5, Statutes of 2017) was passed by the Legislature and Signed into law by the Governor in April 2017, to address the significant multi-modal transportation funding shortfalls statewide.
SB1 includes accountability and transparency provisions that will ensure the residents of the City of Manteca ("CITY") are aware of the projects proposed for funding in our community and which projects have been completed each fiscal year.
The City must adopt by resolution a list of projects eligible to receive funding from the State Road Maintenance and Rehabilitation Account (RMRA), created by SB1. The list must include: a description and location of each proposed project, a proposed schedule for the project's completion, and the estimated useful life of the improvement. It is important to note that this list does not commit the CITY to completing any or all projects on the list, but rather provides transparency as to the potential projects where these funds may be utilized.
