Waive the first reading by substitution of the title and introduce an ordinance adding new Chapter 13.34 to the Manteca Municipal Code to establish an Open Trench - Joint Trench Fiber Standard for Undergrounding Utility Distribution Facilities and accept revisions to the current City Standard and Specifications document.

Background:
On March 18, 2019, the Council approved the elements of the City Fiber Infrastructure Development Strategy outlining the development of new city policy that would enhance the availability and diversifying access to broadband for citizens. One specific policy desired was the creation of an open trench-joint trench standard that would ensure a minimum of two city fiber conduits would be placed in the joint trench with every new development in the city requiring a new open trench-joint trench to be created. To this end, the City contracted with O’Dell Engineering to first study and then write a new ordinance creating a new Chapter, 13.34. in the Manteca Municipal Code. See attachments 1 and 2 for ordinance text, standard, and specifications.
Fiscal Impact:
There is no direct fiscal impact anticipated in association with this action, as developers will be required to complete the improvements.
