Background:
The Antone E & Marie F Raymus Foundation has generously given the Manteca Police Department Drone Unit a $30,000 grant to enhance public safety through the use of drone technology. The Police Department plans to utilize the donations to purchase a new drone and related accessories that will improve operational efficiency, officer safety, and response capabilities.
Due to the nature of this grant, the Department recommends these funds be used for one-time expenditures that would normally be requested from the General Fund and not for on-going expenses. Staff recommends these funds be used to purchase a BRINC Lemur 2 Tactical Unmanned Aerial System kit.
The BRINC Lemur 2 is a specialized, purpose-built Unmanned Aerial System (UAS) designed specifically for tactical and public safety applications, including law enforcement, HazMat response, and search and rescue (SAR) missions. Unlike commercial-grade drones, the Lemur 2 is engineered for internal structure navigation and operation in high-risk, confined, and low-light environments.
The proposed purchase includes three essential components:
1. BRINC Lemur 2 Drone Kit: Includes the drone, controller, batteries, and necessary field accessories.
2. BRINC Protection & Data Plan: This annual service plan is critical due to the high-risk operational profile. It provides unlimited repairs and replacement for the airframe, spare parts (including propellers), and batteries, regardless of the cause of damage.
