Background:
The City's sanitary sewer system is regulated by the State Water Resources Control Board (SWRCB). On May 2, 2006, the SWRCB adopted Order No. 2006-0003-DWQ, Statewide General Waste Discharge Requirements (WDR) for Sanitary Sewer Systems. On December 6, 2022, the SWRCB adopted a revised WDR Order No. WQ 2022-0103-DWQ1. The revised WDR became effective on June 5, 2023.
The WDR governs the operations and maintenance of wastewater collection systems and requires agencies to develop, implement, and periodically update a system-specific Sewer System Management Plan (SSMP). The SSMP is a guiding document for the proper management, operation, and maintenance of all parts of the sanitary sewer system. The goal of the WDR and the SSMP is to reduce and prevent Sanitary Sewer Spills (SSS), and to mitigate the effects of any SSS that do occur. Adherence to the SSMP aids staff in achieving the City's goal of reducing SSS and ensures continued compliance with all State and Federal regulations. The SSMP must be approved by the "Enrollees" governing board (Manteca City Council) at a public meeting. Failure to approve and/or update the SSMP would be in violation of Order No. WQ 2022-0103-DWQ statewide general waste discharge requirements. The failure to approve and or update could result in penalties up to $10,000 dollars per day.
The revised WDR requires staff to perform audits on the SSMP a minimum of every three (3) years and complete updates to the SSMP every six (6) years, or when significant changes are made ...
