Background:

The Manteca Park Golf Course Pass Play fee rates were last increased January 1, 2023 while daily Green Fees were increased June 1, 2024.  In an effort to maintain service levels and align with the current market averages, City Staff and our Golf Pro recently compared pass play fee rates with surrounding golf courses.  After completion of the analysis, we are recommending a variety of fee increases as noted in Attachment 2 (Exhibit “A”) to maintain a high level of service. The Pass Play fee rate increase will ensure financial sustainability while keeping the course maintained in excellent condition.   

Upon Council’s approval, the Pass Play fee rates would be effective January 1, 2025.

Fiscal Impact:

For reference, Pass Play fee revenue was $246,686 for FY 2023-24.  These rate increases have the potential of increasing total green fee revenue by approximately $25,000 annually based on prior year data and assumptions.  Per the current agreement with the Golf Pro, the city receives 90% of total green fee revenue and the Golf Pro receives 10%.  The additional revenue would equal an approximate split of $22,500 to the City and $2,500 to the Golf Pro.  Revenues generated through golf fees remain in Golf Fund 620 (Account: 620.40.55.966-4570.01) and help pay for costs related to the maintenance and operations of the golf course and various capital improvement program projects.
