Adopt a resolution awarding the Request for Proposal for Transit Operations Contract Services to MTM Transit, LLC, and authorizing the Mayor to execute a 3-year base term agreement beginning July 1, 2023, in an amount not-to-exceed $6,919,631 with two (2) optional one-year extensions.

Background:
On June 30, 2023, the current agreement with National Express Transit Corporation to operate the Manteca Transit system expires. Federal Transit Administration (FTA) guidelines require contracted transportation services to be procured through an open and competitive process to obtain the highest value and quality services. Consistent with that, the City released a Request for Proposals (RFP) for Transit Operations Contract Services on January 19, 2023.
The scope of service requirements in the RFP primarily included providing the necessary staffing for the operations management of the Manteca Transit services, including all required maintenance and repair services on the City-owned buses. The City is responsible for overall administration and oversight of the service, route planning, and ensuring contractor and City adherence to all Federal Transit Administration requirements.
The RFP included additional requirements to help Manteca Transit to keep pace with changing technology and provide higher quality and more efficient service without sacrificing customer service. Some of the enhancements the City sought in this RFP include:
