Background:
The proposed Project is the amendment of the 2043 General Plan to adopt the 6th Cycle Housing Element, which would replace the current 2015-2023 Housing Element that was adopted in 2016.

The proposed project is the amendment of the 2043 General Plan to adopt the 6th Cycle Housing Element, which would replace the current 2015-2023 Housing Element that was adopted in 2016.

State legislation has yielded numerous housing-related laws and requirements since the
2015-2023 Housing Element was adopted. The 6th Cycle Housing Element reflects these changes in State law, including analysis of the City's consistency with requirements to accommodate various housing types and analysis of affirmatively furthering fair housing (AFFH) requirements to take meaningful actions that combat discrimination, overcome patterns of segregation, and foster inclusive communities free from barriers that restrict access to opportunity based on protected characteristics.

The proposed 6th Cycle Housing Element has been prepared to substantially comply with State Housing Element law (Government Code Section 65580 et seq). The 6th Cycle Housing Element includes a Housing Plan, which sets forth the City's goals, policies, and programs to address its housing needs and a Background Report, which analyzes the housing needs, constraints to housing developmen...
