Adopt a resolution accepting a grant award from the U.S. Department of Homeland Security Federal Emergency Management Agency (FEMA) Assistance to Firefighters Grant (AFG) Program; approving a cost-sharing agreement in the total amount of $790,225 for the Federal Budget Period of September 30, 2025 through September 29, 2027; authorizing a budget appropriation to the Fire Grants Fund (Fund 120) in the amount of $718,387 for both revenue and expenditure accounts for the purchase (Capital Outlay Project 26101); and authorizing the City Manager or designee to execute all necessary documents and take any actions required to ensure successful completion of the grant activities and related purchases.

Background:
On September 24, 2025, the Manteca Fire Department was notified that it had been awarded a FEMA Assistance to Firefighters Grant (AFG) in the amount of $718,387 for the replacement of Self-Contained Breathing Apparatus (SCBA) equipment.
This award allows the Department to replace its 2007-model SCBAs, which have exceeded their recommended service life. Advances in technology and updated national standards (NFPA 1981 and 1982) have significantly improved SCBA safety features, including enhanced air management, firefighter accountability, and communications.
The replacement of these critical life-safety devices will greatly enhance firefighter protection, operational effectiveness, and compliance with current safety standards. Acceptance of this grant represents a significant benefit to the City of Manteca, its firefighters, and the community they serve.
