Adopt the resolution approving an Employment Agreement between Riana Daniel and the City of Manteca to serve as Interim City Attorney, and the updated Executive Management Salary Matrix.

Background:
In June 2025, the City Council established a City Council Ad Hoc 2x2 City Attorney Committee to assist with the upcoming vacancy of the position. On July 10, 2025, the City Attorney position became vacant.

The City Council subsequently met in closed session meetings to discuss the vacancy of the City Attorney position.

To fulfill the office of the City Attorney, pursuant to the City of Manteca Municipal Code, Chapter 2.09, it is recommended that the City Council approve the attached employment agreement with Riana Daniel to appoint her as the Interim City Attorney, effective September 16, 2025 through March 15, 2026.

Ms. Daniel has been employed by the City of Manteca in the City Attorney's Office since January 11, 2024, and holds the requisite qualifications and licenses to carry out the duties required of the City Attorney.

During the term of this agreement, compensation and benefits include the following:

* Base Salary of $203,401 per year (paid semi-monthly)
* Car Allowance of $500 per month
* Cell-Phone Stipend of $120 per month
* All applicable compensation and benefit terms covered by the Executive Management Compensation and Benefits Plan


Fiscal Impact:
The City Attorney position was already allocated and approved in the Fiscal Year 2025-26 budget. No budget appropriation is required.
