Background:

The Manteca Police Department will use the grant funds to support several alcohol-prevention and enforcement programs. These include Minor Decoy Operations, which educate and deter licensed establishments from selling or furnishing alcohol to minors, and Shoulder Tap Operations, which identify and discourage adults from purchasing alcohol for underage individuals outside licensed businesses. The grant will also support the Informed Merchants Preventing Alcohol-Related Crime Tendencies (IMPACT) program, which provides licensees with education on alcohol-related laws to help reduce crime in and around their premises. Finally, funds will be used for Holiday Enforcement, consisting of both undercover and high-visibility operations focused on preventing underage drinking during peak periods.

Fiscal Impact:

Staff recommend accepting the grant from the State of California Department of Alcoholic Beverage Control’s ABC-OTS Grant Program in the amount of $25,000.

Receipt of funding for this grant will be on a reimbursement basis, and staff recommends revenue and expenditure appropriations of $25,000 in the FY2026-2027 Police Grants Fund (Fund 150).
