Recommendation:

Adopt a resolution accepting all improvements for the Lathrop Road Pavement Improvement Project CIP 24111 as complete, authorizing the City Clerk to file the Notice of Completion, and authorizing the City Manager or designee to complete and execute all associated documents and take all appropriate actions necessary to carry out the purpose and intent of the resolution.

Background:
On June 18, 2024, City Council awarded the construction contract for the Lathrop Road (Union Road to Highway 99) Pavement Improvement Project CIP 24111 ("Project") to Knife River Construction ("Contractor") for an amount of $1,874,525 and approved a project contingency of $300,000 for a total project cost of $2,174,525.
The Project was constructed in general conformance with the conformed plans and specifications.
The Project included one contract change order resulting in a price reduction of $37,629 to the original contract amount. The change order includes:
* Installation of new pedestrian push buttons at the Union Road and Lathrop Road intersection to Americans with Disabilities Act standards.
* Installation of delineators requested by the Traffic Solutions Committee.
* Installation of solar powered speed radar feedback sign assembly on both eastbound and westbound direction of Lathrop Road.
* Striping & signage modifications, refuge island modification at Tidewater Bikeway, and night work cost to reduce traffic impacts to the public.
* Price reduction to reflect the final quantity of materials installed.
The final construction cost is $1,836,896 and the Contractor has signed the final payment ...
