Adopt a resolution approving the Improvement Agreement for installation of a portion of the Zone 36/39 Storm Drain pipeline and a sanitary sewer trunk pipeline through the Trails of Manteca subdivision (east of the Woodward Avenue/Aplicella Court intersection); and authorize the City Manager or designee to sign and take all necessary steps to effectuate the Agreement.

Background:
The Zone 36/39 Storm Drain pipeline is designed to accommodate conveyance of stormwater flows south of State Route 120 to a new surface water discharge into the San Joaquin River at the west end of the City of Manteca (City) limit. On May 12, 2026, the City Council awarded the construction of the first phase of the outfall project consisting of installing the force main and outfall to the river. The second phase consists of installation of the storm drain pipeline from the Woodward Ave/Bella Lago Way intersection to the Woodward Ave/Aplicella Court. intersection and the third phase is comprised of constructing a new pump station.
The second phase of this work is required to be installed by the Trails of Manteca (Trails) development and will be routed through the Trails subdivision along the future Bella Lago Way, Cascade Drive, and Everest Drive to the Woodward Ave/Aplicella Court. intersection. It is prudent and most efficient that concurrent with the storm drain pipeline work the Trails developer also extend, along the same alignment, the City’s planned 10” sewer trunk line.
