Conduct a public hearing and consider an Addendum to the City of Manteca General Plan Update EIR prepared for the Batch GPA - Sites 1 through 4 Project pursuant to Sections 15162 and 15164 of the California Environmental Quality Act Guidelines; adopt a resolution approving General Plan Amendment (GPA 26-52) amending the land use designation of the project parcels identified in Sites 1 through 4 Project; and waive the first reading by substitution of the title and introduce an ordinance of the City Council of the City of Manteca, State of California, amending the Zoning Map set forth in Section 17.20.040 of Chapter 17.20 of Title 17 of the Manteca Municipal Code by rezoning the project parcels identified in the Sites 1 through 4 Project (Rezone (26-52).

Background:
The proposed Project consists of a General Plan Amendment to the Land Use Map and corresponding Rezone amending the Zoning Map for four sites located throughout the City of Manteca. The amendments are intended to provide consistency between the City's General Plan and Zoning and to facilitate future public infrastructure improvements, public/quasi-public facilities, commercial development opportunities, and residential development opportunities. The project does not include approval of any specific development proposal or construction activity at this time. Below is an excerpt from the Staff Report (Attachment 1) identifying the scope of each of the four sites.
