Approve a Professional Services Agreement with J.R. Wagner Fire Protection, Inc. for citywide fire hydrant inspections in the amount of $152,735.60, plus a contingency of $7,264.40; and authorize the City Manager or designee to take all appropriate actions necessary to carry out the purpose and intent of this agreement.

Background:
The proposed agreement provides for comprehensive inspection, testing, and maintenance verification of over 2,700 fire hydrants citywide. Routine hydrant inspections are necessary to ensure reliable fire protection, regulatory compliance, and public safety throughout the City of Manteca.
Fire hydrants are a critical component of the City's fire protection and water distribution infrastructure and require routine inspection and operational testing to ensure reliability and compliance with applicable standards.
Historically, hydrant inspections and maintenance checks were performed by City staff from the Fire Department and Water Department. However, continued growth within the City and the increasing number of hydrants in service have placed additional demands on internal resources. Due to limited staffing capacity and competing operational priorities, it is no longer efficient or practical for City staff to perform comprehensive citywide hydrant inspections at the required frequency.
To ensure timely, consistent, and thorough inspections, the City has determined that utilizing a qualified professional service provider is the most effective approach. Contracting with an experienced firm allows the City to maintain hydrant readiness while allowing Fire and Water Department staff to focus on core operational responsibilities.
