Adopt a resolution accepting all improvements for the Nile Garden Well 30 Water Supply Project CIP No’s. 21026 & 21034 as complete, authorizing the City Clerk to file the Notice of Completion and authorizing the City Manager or designee to take all appropriate actions necessary to carry out the purpose and intent of the resolution.

Background:
The City of Manteca (City) and the Manteca Unified School District (MUSD) collaborated to secure a $9.1 million grant from the State Water Resources Control Board (State Water Board) to construct Well 30 and all ancillary equipment needed to provide drinking water to Nile Garden Elementary School as part of the Nile Garden Well 30 Water Supply Project (CIP 21026 & 21034) (Project).
The Project is comprised of two phases. Phase 1 Drilling included the drilling of Well 30 and was accepted by Council on September 16, 2025. Phase 2 Equipping included the installation of the well pump, building, arsenic treatment system, and a pipeline to Nile Garden Elementary School.
On June 20, 2023, the City awarded the Phase 1 contract to Nor-Cal Pumping Services in the amount of $927,853.
On March 5, 2024, the City awarded T&S Construction, Inc. (T&S) the Phase 2 contract for an amount of $4,925,000.
On June 16, 2025 the State Water Board increased the Change Order Contingency grant amount from $569,532 to $1,269,532, bringing the grant total to $9,074,888.
The Project was constructed in general conformance with the conformed plans and specifications.
