Background:
The City of Manteca elected to become the Successor Agency to the former City of Manteca Redevelopment Agency, and on February 1, 2012, the Redevelopment Agency's remaining assets were distributed to, and liabilities assumed by, the Successor Agency. The Successor Agency is required, pursuant to Health and Safety Code Section 34177, to submit an annual Recognized Obligation Payment Schedule (ROPS) to the Consolidated Oversight Board of the County of San Joaquin for approval, and then to the State of California Department of Finance for final approval.
The annual ROPS reporting is a process where the Successor Agency documents the upcoming year's expenses and requests Redevelopment Property Tax Trust Funds (RPTTF) from the State, and the authorization for use of funds on hand to pay against debt obligations on behalf of the former Redevelopment Agency.
The annual ROPS will be presented to the San Joaquin County Oversight Board in January of 2026, and is due to be filed with the Department of Finance by February 1, 2026.
A copy of the Successor Agency approved ROPS will be posted on the Successor Agency's (City's) website.
Fiscal Impact:
Approval of the FY2026-27 ROPS allows the Successor Agency to the Manteca Redevelopment Agency to request disbursement from the State and approves use of funds for the former Redevelopment Agency's debts and obligations for FY2026-27.
