Background:
The City of Manteca receives annual Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) funds from San Joaquin County, which acts as the entitlement agency for the U.S. Department of Housing and Urban Development (HUD). These federal funds support local projects that provide affordable housing, improve living environments, and expand economic opportunities for low- and moderate-income residents.

On March 18, 2025, the City Council held a public hearing to review staff's recommendations for allocating approximately $426,003 in CDBG funding for FY 2025-26. Staff presented eligible projects consistent with the priorities outlined in the City's Goals and Priorities.

In June 2025, HUD approved San Joaquin County's final CDBG budget, which included a $5,990 reduction to the City of Manteca's allocation, resulting in a revised total of $420,013. To maintain compliance with the 15% public service funding threshold, staff recommended proportional decreases to public service program allocations and proposed redirecting the reduced funds to the Manteca Navigation Center project.
