Recommendation:

Approve a three-year Professional Services Agreement with Provost & Pritchard Consultant Group for on-call planning services, with an annual not-to-exceed amount of $100,000 and a total contract amount not-to-exceed $300,000 and authorize the City Manager to execute the agreement.

Background:
In March 2025, the City initiated a Request for Proposal (RFP) for on-call planning services to support staff during periods of high development activity and special projects.
More than ten qualified proposals were received, four firms were interviewed, and two were selected based on their expertise in CEQA, current and long-range planning, and access to in-house specialists in planning law, engineering, and design needed to implement the 2043 General Plan and related initiatives.
Staff recommends approval of a Professional Services Agreement with Provost & Pritchard Consultant Group for on-call planning services from January 2026 through December 31, 2028, with an annual not-to-exceed amount of $100,000 and a total contract limit of $300,000. Any future extensions or amendments would be processed in accordance with City policy, with City Council approval required only when exceeding administrative authority.
Fiscal Impact:
There is sufficient budget in the Development Services Fund (Fund 340) to cover the Fiscal Year 2025-26 portion of the agreement, and funding for future years will be considered through the annual budget process. There is no General Fund impact.
