Receive a presentation regarding fueling stations within the City of Manteca, discuss potential policy options related to future fueling station development, and provide direction to staff.

Background:
On December 2, 2025, the City Council discussed concerns related to fueling station development within the City of Manteca. Discussion generally included the potential use of a temporary moratorium and possible zoning code amendments to address the proliferation and long-term policy direction associated with fueling stations.
Currently, there are approximately thirty-three (33) gas fueling stations located throughout the City. In addition, staff has identified five entitled fueling station projects and four projects currently within the planning application process, which could further increase the overall number of fueling facilities citywide.
As fueling technology, transportation patterns, and land use priorities continue to evolve, the City Council may wish to evaluate whether the City’s existing regulatory framework remains aligned with long-term community goals, economic development objectives, and emerging transportation trends.
Staff has identified several policy options for City Council consideration. These options are not mutually exclusive and may be pursued individually or in combination depending on Council direction. Following Council discussion and direction, staff will return with any necessary resolutions, ordinances, or policy amendments for formal consideration.
