From:

Date: October 15, 2026
Subject: ZTA 26-99 Public Safety Facility Allowed Uses Definition
Recommendation:
title
Planning Commission conduct a public hearing and adopt a resolution recommending that the City Council adopt an ordinance for a Zoning Text Amendment (ZTA 26-99) to amend the Public Safety Facility allowed uses definition set forth in sub-section 17.24.020(D)(8) of Title 17 of the Manteca Municipal Code

body
Background Information:
APPLICATION NO.: Zoning Text Amendment (ZTA) 26-99

APPLICANT: City of Manteca

PROJECT LOCATION: City-wide

PROJECT DESCRIPTION:
The proposed City-initiated Zoning Text Amendment would revise the Public Safety Facility definition in Section 17.24.020(D)(8) of the Manteca Municipal Code to expressly include ambulance and emergency medical services (EMS) facilities and recognize facilities operated by public agencies, special districts, or other authorized emergency service providers. The amendment would allow qualifying ambulance and EMS facilities to be considered under the existing zoning framework applicable to Public Safety Facilities, providing greater flexibility for the appropriate location of emergency response facilities while maintaining applicable land use, development, and discretionary review requirements. The amendment does not approve a specific facility or location.

ENVIRONMENTAL DETERMINATION:
The Project is exempt from further environmental review pursuant to Section 15061(b)(3) of the State CEQA Guidelines (Common Sense Exemption). The amendment modifies a land use definition and does not approve or authorize any specific physical development; therefore, it can be seen with certainty that the Project, in and of itself, would not result in a significant effect on the environment.
