Background:
On November 21, 2023, City Council awarded the construction contract for the Retroreflective Traffic Sign Project CIP No. 16027 HSIPL-5242(033) (Project) to Chrisp Company for an amount of $1,489,745.83 and approved a project construction contingency of $148,975.17. This Project consisted of replacing street signs that were not in compliance with the California Manual for Uniform Traffic Control Devices (MUTCD) and was completely funded by a Highway Safety Improvement Program (HSIP) grant, a federal program.

On April 2, 2024, City Council approved the construction Contract Change Order No. 1 with Chrisp Company in the amount of $253,427.11 for the Project and approved an additional project construction contingency of 1.7% ($32,851.89) for a total not-to-exceed construction budget of $1,925,000.

The Project was constructed in general conformance with the conformed plans and specifications.

In order to maximize use of the grant funds the Project had a total of seven contract change orders totaling $330,435.37 which is approximately 22.18% of the original contract amount to upgrade additional existing outdated traffic signs that were not in compliance with the MUTCD.
