Background:
On April 9, 2025, the Public Works Water Resources Division issued a Request for Proposals (RFP) for janitorial services at the Wastewater Quality Control Facility (WQCF). The RFP cited a three-year contract with two optional one-year extensions subject to satisfactory performance and budget availability.

A total of six vendors submitted proposals.

On May 21, 2025, a staff review committee assessed the proposals using a standardized scorecard aligned with the RFP requirements. Following a thorough review and evaluation process, LP Queen Cleaning, LLC received the highest score based on established evaluation criteria.

Staff recommends authorizing the City Manager to execute a three-year base term agreement with LP Queen for the period beginning July 1, 2025 through June 30, 2028 in an amount not-to-exceed of $158,880 with two optional one-year extensions.

The three-year agreement will be funded in the Wastewater Maintenance & Operations Fund 640 (Sewer M&O) annual budget.



Fiscal Impact:
Funding for the Agreement is budgeted annually and located in Wastewater Maintenance & Operations Fund 640 (Sewer M&O), in Professional Services - Contract Services Account.
