Approve a Measure K Renewal Cooperative Agreement for Countywide Bus Transfer Program with the San Joaquin Council of Governments and Authorize the City Manager to Execute the Agreement.

Background:
The San Joaquin Council of Governments (SJCOG) proposes a pilot program to offer free transfers between local and intercity bus services (RTD County Hoppers) utilizing funds from the Regional Initiative portion of the Measure K Bus Transit category. The program is led by SJCOG. This initiative builds on the success of the Sustainable Transportation Equity Project (STEP) to endure transit accessibility and affordability for the San Joaquin County residents, supporting seamless regional travel. This project will encumber $600,000 from the SJCOG Regional Initiatives program of the Measure K Bus Transit Category, as identified in the Measure K Renewal 2025 Strategic Plan. The funds would support operator reimbursements and program implementation costs over a two-year period (or as budget permits if the time frame is shorter or longer based upon utilization).
Staff is requesting City Council to approve the Cooperative Agreement and authorize the City Manager to execute the agreement. The City Attorney’s Office has reviewed the proposed agreement and has approved it, as to form.
Fiscal Impact:
The proposed agreement will utilize up to $600,000 in Measure K Regional Initiative funding administered by SJCOG for the regional bus transfer pilot program. No direct fiscal impact to the City or General Fund is anticipated.
