Adopt a resolution approving a budget appropriation of $141,754 in the Government Facilities Fees Fund (Fund 540) to Capital Improvement Project 24071 - Manteca Police Department Headquarters; approving a 2nd Amendment to contract C2025-28 with LPA, Inc increasing the contract amount by $141,754 from $4,598,610, to $4,740,364 for costs associated with add service and updated scope of work as to the survey, traffic signal design and off-site frontage improvements for the new police headquarters; and authorizing the City Manager or designee to take all appropriate actions necessary to carry out the purpose and intent of the resolution.

Background:
The original contract for LPA, Inc to provide architectural and engineering services for the new police department headquarters was approved at a regularly scheduled City Council Meeting on February 4, 2025. During the design phase of this project, the need for off-site improvements was discovered. A traffic signal for the southern entrance/exit of the property is necessary. This would affect northbound/southbound traffic on S. Main Street and Wawona Street along with this design of the traffic signal, there are modifications to the existing median to support the new traffic signal and project access. There are also frontage improvements along S. Main Street, replacing the sidewalk between the south property line and north edge of the project boundary. Under the original contract, any work not reasonably anticipated by the parties at the time of execution but later determined by the City to be necessary for project completion, is classified as "Extra Work" and qualifies as Additional Services.
