Background:
Due to the excessive heat experienced in early August, the cooling system at the Animal Shelter failed, creating an emergency condition requiring immediate action. The loss of adequate cooling presented an unacceptable risk to the health and welfare of the animals housed at the facility, particularly given the extreme summer temperatures.

The Animal Shelter requires continuous and adequate climate control, delaying corrective action through the City's normal procurement process would have unnecessarily prolonged the emergency and increased the potential risk to the animals, staff, and City operations.

Staff evaluated the available options and determined that replacement of the failed cooling system with a new 30-ton cooling unit was the most appropriate long-term solution. As part of the evaluation process, the required 14-day load test at the Animal Shelter was successfully completed, confirming that the facility is ready to proceed with installation of the replacement unit.
