Adopt a resolution initiating proceedings for the annual levy and collection of assessments and ordering the preparation of an annual report for the special maintenance districts for Fiscal Year 2026-27.

Background:
In accordance with the Landscape and Lighting Act of 1972 and the Benefit Assessment District Act of 1982, annually the City Council must consider any modifications to the assessments for each landscape and lighting maintenance district and benefit area district formed within the City.
The attached resolution initiates proceedings and orders the preparation of an annual report for Fiscal Year 2026-27.
The purpose of the districts is to provide annual revenue from property owners within each subdivision to operate and maintain landscaping improvements, drainage systems, and associated appurtenances within the district boundaries.
These improvements are more extensive than what is required through standard City requirements. Thus, these financing mechanisms were established and have been utilized to pay for these enhanced improvements. The existence of the financing districts was in place prior to the full development of these homes, and all homebuyers were informed of the district prior to completing their purchases.
Fiscal Impact:
There is no immediate fiscal impact associated with this action. Future actions will set a public hearing and establish an annual assessment for each district based on the Annual Engineer’s Report. The assessments are established to fund anticipated maintenance, public improvements, utilities, and administration constructed by and benefiting each district that would otherwise be funded by General Fund.
