Background:

At the July 16, 2024 and August 20, 2024 regularly scheduled City Council meetings, respectively, the City Council approved the addition of Chapter 3.10 to the Manteca Municipal Code (“MMC”) in anticipation of the possibility of the residents of Manteca approving a three-quarter percent (0.75%) transactions and use tax.

 

Chapter 3.10.130, entitled, “Citizens oversight committee,” was deferred to a later date, pending approval or denial of “Measure Q” by the residents of Manteca, California at the November 5, 2024 general election.

 

On November 5, 2024, the residents of Manteca, California voted to approve Measure Q by majority vote, with the final margin coming to: 16,608 (50.62%) in favor of the measure, with 16,199 (49.38%) against the measure. The final vote was confirmed by the Registrar of Voters on December 3, 2024, and was approved and certified by the San Joaquin County Board of Supervisors on the morning of December 10, 2024.

 

MMC Section 3.10.130 sets out the parameters for the Citizens Oversight Committee. The attached bylaws, similar to the bylaws for the Measure M Committee (i.e., the “Public Safety Sales Tax Committee), denote and set out the basic rules and procedures of the Citizens Oversight Committee, including, but not limited to, frequency of meetings, general meeting rules, Brown Act obligations, conflict of interest, and general scope of duties. The bylaws require approval by the City Council, and may only be amended by the City Council.
