Approve a Side Letter Agreement with the Manteca Police Officers’ Association (MPOA) regarding Police Administrative Officer special assignment pay and clean up language to uniform allowance.

Background:

The Police Department has a need to assign a member from MPOA to be in an administrative assignment that will provide support directly to the Police Chief and command staff. Duties will include, but are not limited to, professional standards oversight training and development; policy development and review; public information officer responsibilities; and community engagement.

 

A new Police Administrative Officer special assignment pay has been proposed in the attached side letter to the MPOA MOU. The proposed special assignment pay for Police Administrative Officer is 5% of base salary, which is consistent with the other special assignment additional pays.

 

City representatives met and conferred with MPOA and the parties are in agreement with the terms of this new special assignment pay which is added under section 21- Specialized Assignments. 

 

The MPOA side letter also includes language clean up to the uniform allowance under Section 14 of the MOU, due to recent direction from CalPERS. Uniform allowance is only reportable to CalPERS for classic members.

 

Fiscal Impact:

There is no fiscal impact from the uniform allowance language update. The Police Department expects one MPOA member to be assigned as a Police Administrative Officer, with an estimated $8,000 annual cost to the General Fund, which can be absorbed within the department’s existing budget.
