Recommendation:

Adopt a resolution approving the Improvement Agreement for Union Ranch Tractor Supply and Dutch Bros Offsite Improvements (approximately 550 feet north of the Union Road/Lathrop Road intersection), approving a budget appropriation of $350,000 in the Development Mitigation Fund - Infrastructure Supplemental Program (Fund 250), and authorizing the City Manager or designee to sign and take all necessary steps to effectuate the Agreement.

Background:
On April 7, 2026, the City Council conditionally approved the Union Ranch Tractor Supply and Dutch Bros project (Project). The Project is conditioned to construct a traffic signal at the intersection of Union Road and the Project’s northern driveway, which will also service the commercial driveway on the west side of Union Road, in accordance with the Union Ranch Specific Plan.
To promote the development of these vacant parcels and incentivize economic growth, the City agreed to cost-share the installation of this traffic signal with the Developer.
The Developer solicited bids and staff have reviewed the bids and recommend the City’s proportionate share to be $350,000, which is a cap and to be paid from the Development Mitigation Fund (Fund 250).
Fiscal Impact:
There is sufficient fund balance in the Development Mitigation Fund - Infrastructure Supplemental Program (Fund 250) to cover the recommended appropriation for the City's share of the traffic signal installation.
