Adopt a resolution approving the San Joaquin Council of Governments Measure K Cooperative Agreement C-25-077 for the Citywide Active Transportation Plan Improvements and Safe Route to School Priority Safety Project; appropriating $1,000,000 in Measure K funding to CIP 20005; amending the FY 25 Budget and Capital Improvement Program; approving construction Contract Change Order No. 1 in the amount of $1,066,287.65 to Construction Contract C2025-05; approving Amendment No. 1 to the Agreement C2025-04 for Services with TRC Engineers, Inc. for a not-to-exceed amount of $72,297.12; and authorizing the City Manager or designee to take all appropriate actions necessary to carry out the purpose and intent of the resolution.

Background:
The Highway Safety Improvement Program (HSIP) is a federal program that funds transportation-related safety projects. The City of Manteca ("City") originally received $273,600 in design and $1,661,040 in construction HSIP funding for the Main Street (Northgate Drive to Alameda Street) Bike and Pedestrian Improvement Project CIP 20005 ("Project"). The City is required to provide a local match in the amount of $214,960.
The Project includes the installation of:
- Bike lanes along the west side of Main Street.
- Raised medians and fencing along the centerline of Main Street.
- Bike lanes along the east side of Main Street.
- Enhanced pedestrian crossings.
- High Intensity Activated Crosswalk Pedestrian Hybrid Beacon signal system at the Main Street intersection with Edison Street.
