Background:
On March 8, 2026, Officers Ngo, Duag, and Harrison responded to a family disturbance call involving unclear and potentially volatile circumstances. Upon arrival, the officers heard indications of a medical emergency inside the residence and made immediate entry.
Once inside, they located an unresponsive adult male lying in the kitchen. The officers quickly secured the scene and assessed the individual, determining he was in cardiac arrest. Without hesitation, they repositioned him to a more suitable location and initiated cardiopulmonary resuscitation (CPR).
Through their swift, coordinated, and decisive actions, the officers successfully revived the individual. He was subsequently transported to San Joaquin County General Hospital, where he has since made a full recovery.
It is evident that the officers’ rapid response, sound judgment, and effective lifesaving measures were directly responsible for the individual’s survival. Any delay in care would have likely resulted in death or severe and irreversible injury.
The actions of Officers Ngo, Duag, and Harrison bring great credit upon themselves and the Manteca Police Department and clearly meet the criteria for the Lifesaving Award in accordance with Lexipol Policy 1030.8(f), recognizing acts by an employee that result in the saving of a life.
