Authorize and approve the purchase of one (1) LeeBoy 8520C Paving Machine in the amount of $324,564.97 for Capital Improvement Program Project Streets/Road Project (CIP 25011).

Background:
The City’s current paving machine is over 17 years old and increasingly unreliable. It frequently requires repairs and parts are becoming increasingly difficult to source. Additionally, there are no in-state vendors authorized to perform the necessary maintenance and repairs, resulting in prolonged equipment downtime. As demand for road maintenance continues to rise, upgrading to a modern, reliable machine is critical to maintaining service levels. Over the past few years, the Streets Division has increased the volume of asphalt paving that is performed in-house. To continue this new practice and deliver results stakeholders expect, a new paving box must be purchased.
Following a review of multiple equipment options, staff identified the LeeBoy 8520C as the most appropriate replacement. This model has demonstrated reliability and performance in municipal applications, has advanced safety and operational features, and there is local support for maintenance and repairs (via Nixon-Egli in Tracy, CA).
The total purchase price of $324,564.97 includes delivery, standard attachments, and applicable taxes. This pricing is secured through the cooperative purchasing agreement with Sourcewell (Contract ID: 060122-VTL).
Fiscal Impact:
The total cost of the LeeBoy 8520C Paving Box is $324,564.97.
There is sufficient Funds available in the FY25 Capital Improvement Program Project CIP 25011 (ARPA funded) in Fund 110 for this recommendation.
