Background:
In August 2025, the City issued a Request for Qualifications (RFQ) for planning services to create a Downtown Specific Plan. Nine proposals were received and evaluated by a panel of City Administrative and Planning staff, and three firms were interviewed. One firm was selected based on demonstrated expertise in CEQA, current and long-range planning, and their in-house and subconsultant capabilities in planning, engineering, finance, and design - disciplines necessary to study existing downtown conditions and support preparation of a Specific Plan for the downtown core.

Staff requests approval of a Professional Services Agreement with Ascent Environmental, Inc. to undertake the Downtown Specific Plan and provide deliverables to Development Services. Services will commence following contract execution and are expected to continue through January 1, 2028. The contract cost is estimated at $945,992, plus a $47,300 contingency for unforeseen incidentals, for a total not-to-exceed contract amount of $993,292. Any future extensions or amendments beyond administrative authority will return to the City Council in accordance with City policy.

Fiscal Impact:
Sufficient funding exists within the Downtown Specific Plan project (Project 24003) in the Development Services Fund. The project budget will carry over to fund out-year costs.

There is no General Fund impact.
