Background:

There has been ongoing ambiguity regarding eligibility certification incentive pay for Parks/Golf Division employees. After meeting and conferring with OE3 representatives, the City and OE3 have agreed to update the language under Certification Pay to clarify which certifications are eligible for Parks/Golf classifications, specifically for individuals who have met the flex staffing criteria. The eligible certifications, each offering a 2.5% incentive (with a combined maximum of 5%), include Certified Playground Safety Inspector (CPSI), Certified Pool Operator (CPO) and Backflow Certification. These certifications are beneficial for senior and lead-level Parks employees, as they help in overseeing the work of subordinates.

 

Fiscal Impact:

The financial impact of the Parks Division certification pay clarification is minimal. The MOU provision already caps the incentives at 5%, meaning each senior or lead-level employee can receive no more than the maximum. Any costs associated with this update will be absorbed by the Parks Division budget, with no impact to the General Fund.
