Adopt a resolution awarding a Professional Services Agreement for Parks general maintenance services for specific City parks to EMT Inc. dba Elite Maintenance Service. for an annual amount of $74,112 in year one, $77,819 in year two and $80,153 in year three with a not to exceed total of $232,084 over a three (3) year period. Authorize the City Manager to execute contract, extensions, amendments and any associated documents that adhere to the City of Manteca’s Purchasing Policy

Background:
The Parks Division issued a Request for Proposals (RFP) to provide general maintenance services for specific City parks. The deadline for submission was April 30, 2026. The City received several responses and all were from reputable firms.
The RFP responses were evaluated and independently ranked by City Staff. The proposal ranking by the evaluators was very consistent with Elite Maintenance Service being rated as the top firm.
Staff recommends authorizing the City Manager to execute a three-year base term agreement with EMT Inc. dba Elite Maintenance Service for the period beginning May 15, 2026, through May 15, 2029 in an amount not-to-exceed $232,084 with two optional one-year extensions.
The three-year agreement will be funded in the Parks Acquisition & Improvement annual budget.
Fiscal Impact:
There is sufficient funding for this agreement in the Fiscal Year 2025-2026 Parks Acquisition & Improvement Fund (Fund 500). Funding will be included in the General Fund (Fund 100) for Fiscal Year 2026-2027 and future years.
