Background:
The City Council stressed the importance of having a preventive pavement maintenance program in place to prolong existing pavement life and reduce more costly repairs in the future.

The 2026 Pavement Maintenance Project Area A CIP ENG26035 ("Project") includes placement of microsurfacing and rubber cape seal on streets within the project area, new striping, updated America Disability Act curb ramps, and installation of speed lumps fronting Joshua Cowell Elementary School and local parks.

On March 17, 2026, the City Council approved the PS&E, California Environmental Quality Act Notice of Exemption determination, and authorized a Call for Bids.

On March 20, 2026, the Project was advertised for bid in the local newspaper and posted on the City's website.

On April 9, 2026, City received and opened four (4) bids:
