Adopt a resolution accepting Encampment Delegated Maintenance Agreement (EDMA) with the California Department of Transportation (Caltrans) in the amount of $400,000 for a three-year term, approximately $133,333 per year; and authorize the City Manager to execute agreement and all associated documents.

Background:
In May 2025, as part of its Critical Achievements Reports (CAR) initiative, Caltrans is offering one-time funding of up to $400,000 to fund encampment removal and maintenance efforts over a one- to three-year term.
City staff and Community Resource Officers (CROs) from the Manteca Police Department currently partner with Caltrans District 10’s Encampment Specialist Maintenance Superintendent (ESMS) to address encampments within State rights-of-way. This EDMA will allow the City and CROs to perform maintenance services, including debris, litter, and graffiti removal, under the State’s encroachment permit. The City will continue to notify Caltrans of encampment and maintenance needs as part of the partnership.
Fiscal Impact:
The EDMA funds are reimbursable, requiring the City to temporarily cover eligible costs using the General Fund (Fund 100). These costs will be reimbursed upon approval of submitted expenses.
