Background:

The City of Manteca Engineering Department is responsible for constructing transportation projects that are state and federally funded.

 

For federal construction projects, the City of Manteca (City) is required to adopt a Quality Assurance Program (QAP). A QAP is a program that will ensure the materials and workmanship incorporated into each construction project conform to the requirements of the contract plans and specifications including approved changes.

 

The main elements of a QAP are an acceptance program and an independent assurance program.

 

The California Department of Transportation (Caltrans) will not process a Request for Authorization for Construction without verification of an adopted QAP.

 

The QAP must be signed by the Engineering Director/City Engineer or, if the director is not registered, it must be delegated to the next highest registered Engineer.

 

The QAP must be updated at least every five years. The City’s QAP was last updated in March 2020, and the next update is due prior to February 2025.
