Adopt a resolution approving an additional contingency of $250,000 (total project contingency of $440,900) for the WQCF Breakroom and Operator Control Room Remodel Project (CIP 24047) to cover communication, network, audio/visual improvements and any additional unforeseen project improvements; authorize the City Manager or designee to take all appropriate actions necessary to carry out the purpose and intent of the resolution.

Background:
On October 21, 2025, the City awarded construction contract C2025-191 to Diede Construction, Inc. for $1,909,000 with a ten percent (10%) contingency of $190,900.
The project involves the remodel of an existing building, which was constructed in 1972, into a staff breakroom and an operator control room. During construction activities, there have been multiple discoveries of unknown items, which were not included in the original construction drawings, and need to be corrected through the change order process. To date, approved change orders total $169,359.25, which is 8.8% of the 10% contingency, and included the removal and disposal of asbestos, modifications to the roof, windows and interior walls as well as ADA path of travel improvements.
Originally, communication, network and audio/visual improvements were to be designed and constructed under a separate contract. The existing contractor, Diede Construction, Inc., has experience with these types of improvements and is working up a cost proposal.
