Adopt a resolution declaring that the property located at 555 Industrial Park Drive, Manteca, CA (APN: 221-19-076), is not necessary for the Successor Agency's use and qualifies as exempt surplus land pursuant to Government Code Section 54221(f)(1)(D), because the Successor Agency intends to transfer the property to the City of Manteca for public use as an unsheltered navigation center.

Background:
On June 21, 2022, the Successor Agency adopted Resolution No. R2022-4-SA, declaring that the property located at 555 Industrial Park Drive ("Property") was not necessary for its use and was considered exempt surplus land under the Surplus Land Act (Government Code Section 54221(f)(1)(D)), with the original intent of transferring the site to the Manteca Unified School District for use as a warehouse to support its food services operations.
On August 1, 2022, the California Department of Housing and Community Development (HCD) issued a letter confirming the Property's eligibility as exempt surplus land under the same statute.
In May 2025, the City of Manteca ("City") and the Manteca Unified School District ("District") executed a settlement agreement under which the District formally relinquished all rights, interests, and entitlements to the Property. This agreement resolved all outstanding claims or expectations related to the District's proposed use of the site, thereby enabling the Successor Agency to move forward with an alternative transfer.
Since that time, the Successor Agency has decided not to proceed with the transfer to the school district. Instead, the Successor Agency now intends to transfer the Property to the City of Mant...
