Background:

The City Council waived the first reading by substitution and introduced the ordinance at the Regular Council Meeting of August 18, 2026. If approved this ordinance will be effective thirty (30) days following adoption.

There is no fiscal impact associated with this item. Any future development or construction activity would be considered separately.
