Background:
California Government Code Section 54970-54974 (commonly referred to as the "Maddy Act"), assures that local government jurisdictions provide transparent and sufficient notice to members of the public regarding opportunities that may exist to participate in local regulatory or advisory boards, commissions, and committees. The Maddy Act requires legislative bodies annually, on or before December 31st, to prepare an appointment list, which notices upcoming term expirations of the boards that are appointed by the legislative body. The list will be posted on the bulletin board at the City of Manteca City Hall and at the Manteca Public Library.

The Act also requires that the vacancy list is readily available throughout the year. The Office of the City Clerk regularly publishes vacancy announcements in the Manteca Bulletin during the course of the year, in addition to providing information on the City's website and social media channels.

On November 19, 2024 the City Council approved resolution R2024-183, ending the terms for all members of the Planning Commission, the Public Safety Sales Tax Oversight Committee, and the Recreation and Parks Commission, effective December 31, 2024. This is in line with the December 3, 2024 City Council approval of Ordinance O2024-24, ensuring full compliance with the new council district appointment process for board and commission members.
