Adopt a resolution approving Amendment No. 1 to the Professional Services Agreement (PSA) with DeNovo Planning Group to complete implementation of the General Plan, complete a Zoning Code Amendment and Rezone, complete an Affordable Housing Nexus Fee Study and related ancillary tasks and services.

Background:
On December 19, 2023, the City Council approved a $107,680 contract with DeNovo Planning Group (C2023-166) for a General Plan and Zoning Code Amendment. Since then, staff has identified the need for modifications to the scope, budget, and term of the agreement.
Scope Modification:
The scope now includes time-sensitive Housing Element programs, which were not part of the original plan, to ensure compliance with State law. It also includes an update to the inclusionary housing fee nexus study and other related ancillary tasks and services.
Term Extension:
The original contract is set to expire December 31, 2024. The proposed amendment will extend the end date to June 30, 2026 to accommodate the additional work.
Compensation:
Of the original contract budget, $76,670 has been expensed. An additional $91,745 is needed to complete the expanded scope.
Fiscal Impact:
Sufficient budget exists within the Development Services fund (Fund 340). No additional appropriation is needed.
There is no General Fund impact.
