Approve a Professional Services Agreement with Concord Utility Services for Water Meter and Endpoint Replacement Services in an amount of $829,950 and authorize the City Manager to execute the agreement.

Background:
The Public Works Department’s Water Division issued a Request for Proposals (RFP) to provide water meter and endpoint replacement services. The project scope was to upgrade 3,000 existing water meters to the City’s advanced water metering infrastructure. The RFP had several interested firms, however only one firm, Concord Utility Servies, submitted a proposal.
Staff contacted their references, compared costs and found them to be a responsive bidder. Staff recommends approval of a Professional Services Agreement with Concord Utility Services in an amount of $829,950. This work is associated with Capital Improvement Project No. 24056, Advanced Water Meter Infrastructure.
Fiscal Impact:
There is sufficient funding in the FY26 Capital Improvement Program Advanced Water Meter Infrastructure Project (CIP 24056) in the Water Fund (Fund 680) for this Professional Services Agreement with Concord Utility Services for Water Meter and Endpoint Replacement Services in an amount of $829,950.
