Approve a 3-year agreement with Axon Enterprise Inc. for the Fleet 3 in-car camera system in the amount of $133,179.81; authorize City Manager to approve agreement amendments up to $100,000 to cover additional equipment and/or vehicles added in future years requiring Axon products and services; and authorize City Manager or designee to sign all necessary documents to effectuate the agreement.

Background:
The City of Manteca's Police Department is in the process of purchasing ten new marked police vehicles to be used for patrol. As part of the equipment that goes into the vehicles are the Fleet 3 in-car camera system. The Fleet 3 in-car camera system, developed by Axon, is an advanced digital video system designed for public safety vehicles. It provides a comprehensive solution for capturing, storing, and managing video evidence, enhancing officer safety, and improving transparency. The system includes dual-view cameras, automatic license plate recognition (ALPR), and real-time situational awareness features, all integrated with Axon's Evidence platform.
The Axon platform seamlessly integrates police equipment including body worn cameras, tasers, and Fleet 3 and the storage of their associated evidence. Having a single manufacturer for multiple technologies has provided officers with systems that look and feel similar while integrating with one another. Axon provides equipment refreshes at no additional cost to the city when the included equipment becomes obsolete, which has provided the city with the ability to maintain a supply of advanced technology.
Fiscal Impact:
Sufficient funds for Year 1 of this agreement are available in the Fiscal Year 2025-26 the Measure Q Fund (Fund 105).
